To Communists on Republican Constitution

Agitation on establishing the forthcoming constitution of Nepal has been almost finished and parties have also extended their drafts. There should be a kick off for hot discussions and debates as to how the emerging socio-ethnical upsurge in the country should be addressed in the constitution. The people’s war waged against monarchy has been successfully accomplished but another task of sovereignty to nationalities remains unsolved. Willingly unwillingly almost all the major parties have been in the side of federalism but how it should be made is still confusion for them. None of the parties is serious about outcomes of nationality issues that have already been touched and excited by them. It is a hard time; it may form the integrity of the country or may deteriorate. I feel pretty worried about what measures should be taken by the government to maintain the ethno cultural harmony in the nations in the coming days. Prostrate I, with my grievances and views.

Nepal that asked for revision on 1950 friendship treaty with India has to denounce it and denounce 1816 Sugauli treaty made with the British India. Now neither India is a British nor Nepal a Kingdom. These unequal treaties with India should be denounced by parliament and India and China be called for new friendship treaties. Why the leaders are hiding their faces? Where has gone their will power? Or they too resorted to the legacy of the feudalistic ministers of the late panchayat monarchy.
Parties committing historical mistakes
Nepal is experiencing sentiment anti Indian, as Europe anti Semitist. Even in the former Soviet Union there was anti- Semitist movement in Russians and anti Russian mentality in the Asian Muslim states. There was even a class in philosophy on anti Semitism. Why always the national interest of the people prevails should be a question to the communists busy now in tiny federal states making, confirming states boundaries in the name of federalism. Why the leaders are going for unwelcome distribution of states that was not demanded? The time is for integration of the ethnic realm- ethnic sentiments of the people. The time is for integration of the internal boundaries intensifying a dense national entity but not in the least any distributive state pattern.

The communists who fought for the very cause of liberation of the races in name of sovereignty to the nationalities are now being attacked by the same racial forces. The Terai plain and Rolpa cult are some of the absurd irony for the communists where they have been beaten by themselves. Whether there was a mistake in calculating that racial liberation is the basis of New Democratic Revolution in Nepal.
Ethnical sentiment is a very sensitive aspect that had not to be excited. It is a fact that ethnic uprise made communists easy to gain the government power, it is more fact that the people’s army was composed of majority of ethnic representation and it is even more and more a fact that the communists came to power thanks to the people’s liberation army but the other side scenario in days to come could result in the story of Doctor Faustus where the latter deplores for his past mistakes for luxury. The party will be left aside and the ethnic discrimination shall evolve since there still prevails racial discrimination among the scheduled casts despite a tremendous effort and rules for the last four decades. Alienation between party cadres will start in national issues for ethnic ego will ultimately alienate leadership in minority. Who can say that nationalities will not go for sublimation of their races? And this rebel of the nationalities will be an absurd for the communists to experience.
Cultural affinity for the country
It’s time now heading for cultural affinity of Limbuwan with that of emerging Gorkhaland of West Bengal, Khasan with that of Kumaun and Garhwal of Uttaranchal and even more in the name of sovereignty of the nations for self determinism. The Tamu and Magarat have been proved to be valorous warriors that also formed majority of the people’s army should be made mobile to safeguard the borders. Enforce the mandatory service for every franchise to serve national army with immediate effect. Look forward for better Nepal, a Greater Nepal at least for the one as of before 1816.This will help raise people’s valor. The talks about sovereign Nepal the leaders use to claim, is a total lie. Don’t believe them! We have been betrayed time and again by the politicians in the name of patriotism. And now in the name of federalism we are being disunited and weakened to combat external invasion into the country. Ask the politicians how would they safeguard the south and eastern borders being robbed by India continuously? Or would they recommend sealing the border immediately to safeguard its virginity.
Cultural ties always hold strong for national integrity; Nepali is more respected in Darjeeling than in any part of Nepal.
There is none to listen to these cries that the country is falling prey to ethnical conflict in the future in terms of ethno sublimation and rights to natural resources in their territories.
My humble solutions to adventured troubles by the politicians would someway as below:
Recommendation on Ethno-cultural:
1. Mixing up ethnos by inter-ethnic marriage system: Cross breeds are more efficient. Negation of racial privilege will result in negation of racial discrimination resulting in negation of existence of the same and where remains the pro-race scenario then? If the races are being addressed with the discrimination in production relationship then it is absurd again as the lower races have been in largest majority in the productive units.
2. Permission to polygamy and polyandry for two decades: It will drastically reduce racial discrimination with high increase of manpower.
3. Legal right of mother to entitle the children after their fathers: It will give out different races at a time. The mother heroines shall be looked after by the government.
4. No birth control for twenty years: It will mass increase in population. Government shall provide better chances and incentives to the big families with child support packages. Reproduction should be carried out at valleys and warm regions and the offspring rearing in the hilly resorts.
5. Progressive education to the children: The education shall be progressive, patriot and pragmatic. It looks a bit making Platonian model of republican army what will suit this republic since the same scenario as of Plato epoch Stateships or Ganas of the Vaidic period of Aryavarta is coming into being. The systematic education system will track the generation in a way from being pagans.
6. Compulsory service to national army: This will maintain the states always ready in defense and assault aspect.
7. Free health service and education and mass employment opportunities: This will furnish the nations with fit and skilled citizen manpower.
Recommendations for state boundaries:
State boundaries should be fixed based on ease of central governance, on river basin aspect and on Natural resource ownership aspect. Governance point of view requires established transportation network where as river basin aspect focuses on states headquarters making beside river basins. Natural resource ownership aspect has resource right issues as water sources have water right issues and when the uphill state blocks its resource the downhill side is dry. In no case the states shall follow other directions but north-south direction only from hill to plain and it has two services to the country: one is assimilation of hill and plain culture and another there is no water source right issues within one state. Water rights are always a vital importance to an emerging state. Minimum number of development states under the central security and finance control could be suggested in majority of cases north to south.
